Killing or torturing someone is indeed very difficult. So the initial step is to de-humanize the victim. Turning it into an animal. It just starts with a "us" versus "them". "They" are not like us. "They" are monsters and in the end, it's perfectly ok to kill "them". They are not humans anymore. You can see this pattern in any large scale massacre.
